FOIA Request to University of Colorado Boulder Regarding Chinese National Students on June 3, 2025.

As part of our ongoing commitment to transparency and accountability in governmental affairs, we at the Boulder Leader have submitted a Freedom of Information Act (FOIA) request to the University of Colorado Boulder. This request seeks detailed information concerning Chinese National students currently enrolled at the university.

Our inquiry specifically requests documents or lists that detail the number and departmental distribution of Chinese National students. If privacy concerns prevent disclosure of individual names, we have asked for aggregated data reflecting the total number of such students and their respective departments.

Additionally, we are seeking information about scholarships awarded to these students. This includes details on each scholarship’s amount and its source. We are particularly interested in any scholarships affiliated with the Chinese Scholarship Council and have requested clarification if this information overlaps with other scholarship data provided.

Furthermore, we have requested any policies or procedures that outline how the university safeguards its intellectual property and confidential information, particularly in relation to monitoring students from China.

This request is made not only in our capacity as media professionals dedicated to informing the public but also in collaboration with The Coalition Opposing Governmental Secrecy. As a non-profit organization, they assist media outlets like ours in leveraging Freedom of Information laws to ensure transparency within public institutions.

We believe access to these records is crucial for maintaining accountability and providing insight into how educational institutions manage international student programs and protect sensitive information. We have also requested a fee waiver given our role in disseminating this important information to the public.
